This can only work so far and should be worked out on a number of teams across all of step 6 rather than saying one up from this league 2 from another. Catchment areas from leagues will change and knaresborough can be moved to the enl just as easy as northallerton could end up in the necl. The FA have caused a problem this year by promoting a 3rd placed team ahead of other 2nd placed teams and reprieved step 5 relegated teams when this is what their rules stated at the start of the season. No 3rd placed club would have appealed 2nd placed clubs getting promoted but as a 3rd placed club has taken that place all second place clubs have the right to appeal.
